(iv) that the paper, paint or other material covers the whole of the aperture and is not wetted, oiled, varnished or treated in any other way so as to increase its translucency;

(e) "essential services" includes a tramway service and a public motor vehicle service licensed under the Vehicles and Traffic Regulation Ordinance, 1912;

(f)"hours of darkness" means the time between half an hour after sunset and half an hour before sunrise;

(9) “RAIDERS PASSED signal" means a steady blast from sirens extending over a period of three minutes : whenever, for any reason, the RAIDERS PASSED signal is not audible to any person, he shall be deemed to have received such a signal if he has been informed of the same by a constable or air raid warden or other authorized officer; (h) "traffic regulations" means regulations under the Vehicles and Traffic Regulation Ordinance, 1912.

General.

3. During the hours of darkness, except as provided in this order, no light whatever shall-

(a) be made or used elsewhere than within a roofed building, closed vehicle, decked vessel or other covered enclosure;

(b) be shown directly or indirectly from within any such enclosure.

4. Except as provided in this order, it shall not be lawful, whether during the hours of darkness or not, for any sky sign, facia or advertisement to be illuminated, or any light to be otherwise displayed, outside or at the entrance to any premises or on any hoarding or similar structure.

Road obstructions and direction signs.

5. For the guidance of traffic, red lights indicating an obstruction or excavation upon or near any road may be displayed if each light is of a candle power not exceeding 1·0 and so shaded as to prevent light being thrown upwards or shown appreciably on the ground.

6. A light may be displayed in and for the purposes of any illuminated sign indicating the position or direction of a police station, fire station, first aid post or hospital, a depôt or building used by any defence service, or a public air raid shelter, if the sign is screened from above and so dimmed as to be inconspicuous at a distance of 100 feet.

Vehicles.

7.-(1) The provisions of this paragraph apply to any vehicle not otherwise expressly provided for in this order, whether mechanically propelled or not, including rickshas, hand carts, bicycles and tricycles.

(2) The vehicle shall display the lights required by the traffic regulations only from screened side-lamps and from a screened rear-lamp fixed so that its centre is not higher than 3 feet 6 inches above ground level.
