(2) Sectious 3 and 4—
(I) in the first line the words "by order" are inserted immediately after “Council";
(ii) paragraph (e)-the words "upon the owners, charterers and agents of ships and aircraft, and upon the masters of ships and the persons in charge of aircraft, such obligations with regard to manifests, bills of lading, air consignment notes and otherwise are substituted for
upon the owners, charterers, agents and masters of ships such obligations with regard to manifests and bills of lading and other- wise in the first three lines.

(3) Section 4A as amended by Ordinance No. 14 of 1932 is renumbered as 5 and further amended as follows--
(i) sub-section (1)----
