(2) No loaded lighter or junk shall be towed alongside a tug.
182. Subject to the provisions of regulations 153 and 177 no lighter or junk shall have on board any light or lamp or other means of giving light except electric lamps of a pattern previously approved by the Harbour Master.
183. Before any loaded lighter or junk is moved from the wharf, quay, petroleum ship, or other place at which it has been loaded,---
(1) all manholes shall be screwed down and rendered gas tight, and
(2) all valves on suction pipes shall be closed.
184. No manhole or valve shall be opened while any loaded lighter or junk is under way, or until it has been made fast to the quay, wharf or other place at which it is to be unloaded.
185. It shall be the duty of the Master of every loaded lighter or junk to prevent the access thereto of any un- authorized person and to take all possible precautions against fire.
186. All manholes and valves opened for loading or unloading any lighter or junk shall be securely closed immediately such loading or unloading is completed.
187. No lighter or junk shall be moved, and no tug shall be permitted by the master of the lighter or junk to approach, until all manholes and valves opened for loading or unloading have been securely closed.
188. The Harbour Master may exempt any lighter or junk from the provisions of any or all of the regulations in this Part, if he is satisfied that compliance therewith would be impracticable.
189. Lighters and junks constructed prior to the coming into operation of these regulations shall be exempt from the provisions of the regulations in this Part for such period as the Harbour Master shall think fit.
Special Regulations B.
190. These special regulations apply to lighters and junks intended or used for carrying petroleum in liquid form having a flash point above 150° Fahrenheit.
191.--(1) No such petroleum shall be carried in any lighter or junk within the waters of the Colony, unless such. lighter or junk is approved by the Harbour Master.
(2) The loading of lighters and junks with such petroleum shall be under the direction of a responsible person.
192. Any stove or fire on any lighter or junk shall be adequately enclosed by fire resisting partitions and be fitted with a spark arrestor in the flue.
