ORDINANCE No. 1 of 1873 (DANGEROUS GOODS).

In exercise of the powers conferred by section 5 of the Dangerous Goods Ordinance, 1873, the Governor in Council hereby rescinds the List of Dangerous Goods and the regula- tions appearing on pages 13 to 80 of the Regulations of Hong Kong (1937 Edition) and makes the following regulations in substitution therefor :-

PART 1-INTERPRETATION.

1. These regulations may be cited as the Dangerous Goods Regulations, 1940.

2. In these regulations, unless the contrary appears-

(1) The Ordinance” means the Dangerous Goods. Ordinance. 1873, and includes any Ordinance amending the same or substituted therefor.

(2) Any reference to a category or class relates to the classification at any time and for the time being appearing in any regulation made under the Ordinance dechring goods or substances to be dangerous goods.

(3) Any reference to a weight or measure relates to the standard weights and measures of the Colony, and for the purpose of finding the equivalent in liquid measure of any quantity in weight and the equivalent in weight of any quantity in liquid measure, ten pounds shall be deemed to be equal to one gallon.

(4) "Inflammable Liquid" means any substance which gives off an inflammable vapour and which is included in Category 4 of the list of dangerous goods.

(5) "High flash liquid" means any inflammable liquid. which has a flash point of or above 73° Fahrenheit, and not above 150° Fahrenheit

(6) "Low flash liquid" means any inflammable liquid which has a flash point below 73° Fahrenheit.

(7) "Licence" means a licence issued by the Licensing Authority.

(8) "Licensing Authority" means the Commissioner of Police.

(9) "Approved person" means a qualified Analytical Chemist, a Member of the Institution of Petroleum Tech- nologists, or any other person approved by the Governor in Council from time to time.

(10) "Ship" includes any description of vessel used in navigation not propelled by oars, except lighters and junks.

(11) "Vessel" includes any ship or boat or any other description of vessel used in navigation.
