2. The provisions of the Defence Regulations, 1939, shall apply for the purpose of the enforcement of these Regulations, and otherwise in relation thereto, and these Regulations shall be construed and take effect as if they formed part, and shall be deemed to form part of the Defence Regulations, 1939.
