The Council met pursuant to summons.
The Minutes of the last Meeting, held on the 29th August, 1918, were confirmed.
NEW MEMBERS.Mr. PERKINS and Mr. CHAN KAI-MING took the Oath and assumed their seats as Members of the Council. Mr. BIRD, having taken the Oath previous to the meeting, also assumed his seat as a Member of the Council.
