Ordinance No. 11 of 1929.—An Ordinance to extend for a further period the powers granted by the Mercantile Bank Note Issue Ordinance, 1911, to the Mercantile Bank of India, Limited, to make, issue, re-issue and circulate notes in the Colony.

No. 557.-His Excellency the Governor has been pleased to appoint, under section 9 (3) of the Liquors Consolidation Ordinance, 1911, Ordinance No. 9 of 1911, the Honourable Mr. WILFRID THOMAS SOUTHORN, C.M.G., J.P., Colonial Secretary, to be Chairman of the Licensing Board for a further period of three years, with effect from 29th October, 1929.

His Excellency the Governor has been pleased to appoint, under section 9 (3) of the Liquors Consolidation Ordinance, 1911, Ordinance No. 9 of 1911, Mr. CHALONER GRENVILLE ALABASTER, K.C., O.B.E., J.P., to be Vice-Chairman of the Licensing Board for a further period of three years, with effect from 29th October, 1929.

No. 559. His Excellency the Governor has been pleased to appoint Dr. BAGENAL HARVEY MELLON to act as Medical Officer of Health in addition to his other duties, with effect from 4th November, 1929.

No. 560. The Pension Minute, is amended by the substitution of the following clause for clause No. 12:

No. 12.

1 In determining 'salary' for the purposes of this Minute, the salary of the substantive appointment held by the officer at the date of his death or retire- ment will be taken if he has held such office or an office with the same scale of salary for a period of three years immediately preceding such date; other- wise the average amount of the salary of the substantive appointments held by the officer during the three years immediately preceding his death or retirement will be taken.

2. For the purpose of calculating the amount payable under this Minute as pension or other form of retiring allowance or gratuity, but subject as mentioned in this Minute, there shall be added to the officer's salary any personal allowances equivalent to salary, but no other emolument whatever: Every officer serving on or after the 17th day of September, 1928, who becomes entitled to pension or other form of retiring allowance or gratuity under this Minute, will, if he is either in a class eligible for Government quarters or rent allow- ance or entitled to free quarters, but not otherwise, be deemed to draw, in respect of rent, a personal allowance equivalent to salary; such personal allowance will be reckoned as equal to one-sixth of the salary of the officer, or to £200 a year, in the case of a sterling salary, or to $2,000 a year, in the case of a dollar salary, whichever sum is less: Provided that no personal allowance which is or may be granted or continued with a stipulation that the same shall not be pensionable shall be so added; and provided further that this paragraph shall not apply to any officer whose case is otherwise expressly provided for in paragraph 8 of clause No. 1 of this Minute.
