No. 126. The following passport regulations are published, by command:--

1. Every Russian subject proposing to enter or pass through the Colony of Hongkong shall be required, before he is permitted to enter the Colony, to present a valid passport, or other official document in the nature of a passport, establishing his identity and nationality, with a signed and certified photograph of the bearer attached. A wife, or female child under twenty-one years of age, or male child under sixteen years of age, may be included in the passport of the husband or parent, but a photograph of each must be attached to such passport. Each male child sixteen years of age or over must carry a separate passport.

2. Every such passport must bear a visa granted by a British Diplomatic or Consular or other Official Representative in the country in which the holder first starts upon his journey with the intention of proceeding to Hongkong, and also in the port or place from which he embarks for Hongkong. Such visa must contain a definite recommendation that facilities may be given for the bearer of the passport either to enter Hongkong or to pass through Hongkong to the destination named in the visa.

No. 127. The revised list of persons to whom articles to be exported to China may be consigned, which was published as Notification No. 28, and amended by Notifications No. 29, No. 40, No. 53, No. 66, No. 113, No. 133, No. 200, No. 241, No. 273, No. 287, No. 308, No. 348, No. 371, No. 435, No. 448, No. 474, No. 487, No. 504, No. 519, No. 529, No. 539, and No. 558 of 1917, and No. 4, No. 105, and No. 121 of 1918, published in the Gazettes of January 26th, February 9th, 16th, and 23rd, March 23rd and 30th, May 4th and 25th, June 8th and 22nd, July 6th, August 3rd and 17th, September 28th, October 5th and 26th, November 2nd, 16th, 23rd and 30th, and December 7th and 21st, 1917, and January 4th, and March 15th and 28th, 1918, respectively, is hereby further amended as follows :--

No. 128. It is hereby notified for the information of Owners and Occupiers of tenements that, under the provisions of the Rating Ordinance, 1901, Ordinance No. 6 of 1901, and the Rating (Special War Rate) Ordinance, 1917, Ordinance No. 18 of 1917, Rates for the Second Quarter of 1918, including the Special War Rate of 7%, are payable in advance on or before the 30th April, 1918.

If any person shall fail to pay such Rates on or before the 31st May, 1918, pro- ceedings will be taken in the Supreme Court for their recovery without further notice.

No refund of Rates in respect of vacant tenements will be granted unless such Rates have been paid during and within the month of April, nor unless application is made for such refund within fifteen days from the expiration of the quarter.
