No. 54. The following translation of a note addressed by the Wai Chiao Pu to His Majesty's Minister is published for general information.

SIR,

PEKING, January 19th, 1918.

Agreements of any description affecting the sovereign rights of public pro- perty of the country which may be concluded by the officials, merchants and people of China with foreign merchants, as also foreign loans made by other than State-owned railway concerns in any province, or by mining concerns, are all invalid unless made with the consent of the Central Government. Further, if salt merchants pledge salt certificates as security for foreign loans the Govern- ment will be unable to recognise such transactions.

This Ministry wrote to the various Foreign Representatives on March 28th, July 25th, August 3rd and September 13th, 1912, asking them to issue instruc- tions to this effect to merchants of their respective nationalities.

It is now again reported that the provinces often illegally print bonds or pledge mining property to foreign merchants as security for loans. I must now therefore again declare that any illegal foreign loans of this description, not made with the consent of the Central Government, are invalid.

In informing Your Excellency of the above I have the honour to request that you will issue circular instructions to merchants to this effect and avail,
