(j) The fee for a passenger certificate does not cover any service under the Chinese Passenger Act, 1885, or the Asiatic Emigration Ordinance, 1915; the measurement for tonnage; the certificate of approval of the loadline of an unclassed ship, or the inspec- tion of Crew Spaces.

(k) In the case of a passenger ship, the fee for change of name includes the issue of fresh declarations and passenger certificates showing the new name and any altera- tions in the ownership and Port of Registry.

(1) The fee for a passenger certificate is apportioned as follows:---

Complete survey of hull

Complete survey of boilers, main propelling machi-

nery and auxiliary machinery

Complete survey of Equipments

Two-fifths full fee.

Two-fifths full fee.

One-fifth full fee.

Survey for Certificate for Obtaining a Plying Licence. (Vessels not exceeding 60 tons (Net)).

(b) For a certificate for less than 12 months, one-twelfth of the full fee will be charged for each month of the period of the certificate but no fee is to be less than three-twelfths of the full fee or $10 whichever is the greater.

5.-(a) Scale of fees for survey of a licence for 12 months :-

(b) (i) An ordinary survey is one which does not involve more than two visits by a Surveyor.

(ii) If more than two visits are necessary or in cases where owing to age or any other circumstances there are reasonable grounds for doubting the seaworthiness of the ship the survey is deemed to be of a special character.

(c) An emigration licence is only granted to a ship which holds a valid Hong Kong Foreign-going passenger certificate or its accepted equivalent. If the surveys for passenger certificate and emigration licence (or licences) are held simultaneously only one half of the above fee for an ordinary survey is to be charged for the latter in addition to the fee for passenger certificate.
