PROCLAMATION.

Officer Administering the Government.

By His Excellency WILFRID THOMAS SOUTHORN, Companion of the Most Distin- guished Order of Saint Michael and Saint George, the Officer Administering the Govern- ment of the Colony of Hong Kong and its Dependencies.

Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Commis- sioners under the Public Seal for the purpose of instituting, making, and conducting any enquiry that may be deemed advisable and for reporting thereon:

And Whereas the Officer Administering the Government in Council has deemed it advisable that a Commission be appointed

(i) To consider and advise upon the adequacy of the salary scales of officers

employed by the Government of Hong Kong.

(ii) To make recommendations concerning the currency basis on which the salaries of officers ordinarily recruited in England should be quoted and paid when in the Colony and on leave.

(iii) To make recommendations regarding the principles on which acting pay,

charge allowances and overtime allowances should be granted.

Now I, WILFRID THOMAS SOUTHORN, Companion of the Most Distinguished Order of Saint Michael and Saint George, the Officer Administering the Government of the Colony of Hong Kong and its Dependencies, with the advice and consent of the Executive Council hereby appoint

His Honour Sir HENRY COWPER GOLLAN, Kt., C.B.E.,

The Honourable Sir Sou-SON CHOW, Kt.,

Mr. PAUL LAUDER

to be Commissioners for the purpose of instituting, making, and conducting such enquiry:

And I do also appoint the said Sir HENRY COWPER GOLLAN, Kt., C.B.E., to be Chair- man of the said Commissioners :

And I do also appoint Mr. WILLIAM JAMES CARRIE to be Secretary to the said Com-

missioners:

And I do also order and direct that for all or any of the purposes of the said enquiry two Commissioners shall be and constitute a quorum :

And I do further, with the advice and consent of the Executive Council, order and direct that the said Commissioners shall have all the powers, rights, and privileges set out in the third section of the said Ordinance :

And I do further require the said Commissioners, to report to me their findings and their recommendations in the matter of the said enquiry at as early a date as possible.
