No. 19.- [lis Excellency the Governor has been pleased to appoint, under section 9 (3) of the Liquors Consolidation Ordinance, 1911, Ordinance No. 9 of 1911, the Honourable Mr. RICHARD EDWIN HALLIFAX, C.M.G., C.B.E, to act as Chairman of the Licensing Board during the absence on leave of the Honourable Mr. WILFRID THOMAS SOUTHORN, C.M.G.

No. 20.-His Excellency the Governor has been pleased to appoint Mr. JOHN WATSON to act as Secretary to the Sanitary Board and Mr. FRANK DAVID ANGUS to act as Assistant Secretary to the Sanitary Board, with effect from the 16th January, 1928, until further notice.

No. 21.-The following Finding of the Marine Court of Enquiry held on the 4th day of January, 1928, to enquire into the circumstances attending the collision between the British Steamships Kwong Fook Cheong and On Lee, is published for general information.

FINDING.
We find that about 6 a.m. on the 24th December, 1927, the S.S. On Lee Official No. 127007 of Hong Kong of which Mr. Adroaldo Fernandes (Certificate of Competency as Master (River Trade) No. 3952 of Hong Kong) was Master when on a voyage from Wangmun to Kwongman overtook the S.S. Kwong Fook Cheong Official No. 152106 of Hong Kong of which Mr. John McNab Morren (Certificate of Competency as Master No. 4256 of Hong Kong) was Master.
That on the On Lee forging ahead on the port bow of the Kwong Fook Cheong the latter's bows were sucked in towards the On Lee causing her Port bow to come into collision with the Starboard quarter of the On Lee and causing slight damage.
We find that the On Lee was to blame in that she passed too close (when abeam) to the Kwong Fook Cheong.
We find that Mr. David Bonsfield (Certificate of Competency as Extra Master No. 026476 of London, who was Officer of the watch of the S.S. On Lee at the time was absent from the bridge at the time of the collision without having been properly relieved, for which very grave offence we adjudge that his Certificate of Competency as Extra Master be suspended for one year and that a Certificate of Competency as 1st Mate (Foreign Going) be issued to him for that period.
