Regulation 14.--Any person hindering or interfering with any officer lawfully acting under these regulations, or removing or damaging any notico posted under these regulations, or any movable property or crops attached under these regulations or threatening or molesting any purchaser of any property sold under these regulations, or inciting any other person to any such act, shall be deemed to have committe-l a breach of these regulations and shall be liable to a penalty not exceeding $25 to be recovered by summary proceedings before a Magistrate.
