4. It shall be lawful for the Captain Superintendent of Regulations. Police to make, subject to the approval of the Governor in Council, such regulations as he may deem expedient for the general government and discipline of the Hongkong Police Reserve, and any member of the Hongkong Police Reserve who commits a breach of any such regulation shall be liable to the penalties provided in section 3 of this Ordinance for breaches of discipline and neglect of duty, and in section 5 of the Peace Preservation Ordi- Ordinance nance, 1886, for refusal or neglect to obey lawful orders No. 10 of and directions.

5. Any proclamation under section 10 of the principal Declaration Ordinance, whether made before or after the commence- as to the

Police Reserve at the date of the coming into effect of such proclamation and also to all persons becoming mem- bers of the Hongkong Police Reserve during the period between the coming into effect of such proclamation and the coming into effect of a proclamation cancelling the enrolment; and all persons who shall have signed the engagement in Schedule A to the principal Ordinance, whether before or after the publication of any such pro- clamation, and whether before or after the commencement of this Ordinance, and who shall have not been struck off the strength, or been dismissed, or been allowed to resign, or who shall not otherwise have ceased to be members of the Hongkong Police Reserve with the consent or by the direction of the Captain Superintendent of Police, shall, during the coutinuance of any such proclamation, be deemed to be, and at all times during their membership of the Hongkong Police Reserve to have been, and shall remain and continue, subject to the provisions of the Peace Pre- Ordinance servation Ordinance, 1886, and during such continuance No. 10 of shall have, and shall be deemed to have had at all times 1886. during their membership of the Hongkong Police Reserve, all the powers, privileges, protection and immunities con- ferred, and all the duties and liabilities imposed, on special constables by the said Ordinance.

Objects and Reasons.

The objects of this bill are as follows:-

(a.) To alter the technical title of the Special Police Reserve force to the title which is in general use, 2.e., the Hongkong Police Reserve. (b.) To provide for the punishment of minor breaches of discipline by members of the Hong- kong Police Reserve in a way which will not involve the publicity of proceedings before a magistrate and which will be more in accord- ance with the procedure in the case of other police and military organisations.

(r.) To give the Captain Superintendent of Police powers with the approval of the Governor in Conneil to make regulations for the govern- ment and discipline of the force.

(d.) To remove doubts as to the effect of proclama- tions under section 10 of the Special Police Reserve Ordinance, 1914,
