An Ordinance to amend the Rating Ordinance,

1901.

BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as the Rating Amend- ment Ordinance, 1917, and shall be read and construed as one with the Rating Ordinance, 1901, and the said Ordi- nance and this Ordinance may be cited together as the Rating Ordinances, 1901 and 1917.

2. Section 39 of the Rating Ordinance, 1901, is amended of Ordinance by the repeal of sub-section (4) thereof, as enacted by section 2 of the Rating Amendment Ordinance, 1915, and by the substitution therefor of the following

"(4.) It shall be lawful for the Governor in Council in his discretion to authorise the total or partial exemption from assessment of any "educational institution, other than those "included in sub-section (2) of this section, or of any tenement used in connection there- "with."

3. The Rating Amendment Ördinance, 1915, is repealed.

Objects and Reasons.

The object of this hill is to extend the powers of exemp- tion, formerly granted to the Governor in Council by the Rating Amendment Ordinance, 1915, in respect of Univer- sity Hostels, so as to enable him to deal similarly with educational institutions generally, other than schools, which are already exempt by law.

An Ordinance to protect certain Public Ser- vants from Legal Proceedings in respect of certain Liabilities.

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as the Public Ser- vants Liabilities Ordinance, 1917.

2. In this Ordinance :-

Action" includes legal proceedings and process of every description other than criminal and includes proceedings in bankruptcy. Public servant", means any person holding any permanent appointment the emoluments of which are wholly or in part directly derived from the revenues of the Colony.
