REPORT OF THE FINANCE COMMITTEE. -The Colonial Secretary laid on the table the Report of the Finance Committee (No. 11), dated the 4th October, 1917, and moved its adoption.

APPROPRIATION BILL. -The Colonial Secretary moved the First reading of a Bill intituled An Ordinance to apply a sum not exceeding Eight million three hundred and sixty-eight thousand nine hundred and ten Dollars to the Public Service of the year 1918.

The Colonial Treasurer seconded.

His Excellency the Governor addressed the Council. Question-put and agreed to.

Bill read a first time.

BOARDING HOUSE BILL.--The Attorney General addressed the Council and moved the Second reading of the Bill intituled An Ordinance to provide for the licensing and control of places where persons are lodged for hire.

On the motion of the Attorney General, the following amendments were agreed to:- Paragraph (f) of sub-section (1) of section 3 was deleted and paragraphs (g) and (h) were re-lettered (f) and (g) respectively.

In section 7, the words some agent or servant of such licensee at the end of sub- section (1) were deleted and the words "his partner, agent, or servant" substituted therefor, and the word partners," was inserted before the word agents in the marginal note.

In section 7, sub-section (3), the word partner" was inserted before the word "agent" in the second line.

On Council resuming, the Attorney General reported that the Bill had passed through Committee with amendments and moved that it be read a third time.

The Colonial Secretary seconded.
