11. No female shall reside in a San Hak Chan (**).

12. No person intending to proceed abroad as an assisted emigrant as defined in the Asiatic Emigration Ordinance, 1915, shall reside in any other boarding house than a San Hak Chan and no licensee of a boarding house other than a San Hak Chan shall allow any such emigrant to reside in his boarding house.

13. The licensee of a Ku Li Kun (F) shall be entitled to make a maximum charge of 50 cents per guest per day for board and lodging. The licence shall state whether such boarding house is for male or female guests and guests of a sex other than that stated in the licence may not be accommodated therein.

14. A Ku Kung Ngoi U (I) shall be reserved solely for the housing of employees of the employer or firm whose name appears on the licence.

15. Residence in a Hang Shun Kun (1) shall be permitted only in accordance with the approved rules of the Kun.

16. The Secretary for Chinese Affairs shall keep a register of all boarding houses in accordance with Form 2 in the First Schedule hereto or in such other form as may be substituted therefor.

17. Before a licence can be issued for the use of any premises as a boarding house, au application giving the following particulars must be inade to the Secretary for Chinese Affairs-

(1.) Name, age, and description of applicant.

(2.) Situation of premises sought to be registered.

(3.) Under what classification as standardized in Rule 1.

(4.) If part only of a house what floors are to be used as a boarding house.

18. The Secretary for Chinese Affairs shall transmit each application for a new licence or for removal of premises or for an addition of a floor to the Head of the Sanitary Depart- ment who shall cause the premises specified therein to be inspected with a view to ascertain- ing the sanitary condition of the premises and their suitability for use as a boarding house.

19. If the Head of the Sanitary Department is satisfied that the said premises are suitable for the purpose, he shall inform the Secretary for Chinese Affairs accordingly who may then if he thinks fit issue a licence to the applicant in the appropriate form (Forms 3 to 9 in the First Schedule hereto) for the use of such premises as a boarding house for such number of inmates as the Head of the Sanitary Department may prescribe.

20. Every boarding house licence shall expire on the 31st October following its issue.

21. In the event of any licensee of a boarding house desiring to remove to other pre- mises or to transfer his licence to some other person or to include an additional floor he must apply to the Secretary for Chinese Affairs for the necessary permission. In the event of such application being approved a licence to that effect shall be issued to the applicant subject to the payment of the appropriate fee specified in the Second Schedule hereto.

22. The licensee of a boarding house shall at all times keep his boarding house in a clean and wholesome condition. He shall cause the premises thoroughly to be swept at least once a day and to be kept well ventilated. He shall not allow the premises to be occupied between the hours of 11 p.m. and 5 a.m, by a greater number of persons than is stated in the licence.

23. The licensee of a boarding house shall cause all filth and house refuse or other offensive matter to be removed from his house daily.

24. The licensee of a boarding house shall cause the internal walls and ceiling of every part of his premises to be thoroughly cleansed and limewashed during the months of May and November in each year. In the case of boarding houses of Class I only the limewash- ing may be dispensed with on production of a certificate from the Head of the Sanitary Department stating that it is unnecessary.
