2. The Deputy Superintendent of Police (Reserve) shall have power to issue, subject to review by the Captain Superintendent of Police, such commands as he may deem necessary for the proper and efficient carrying out of duties in connection with patrols, drills, musketry, leave, and any other matter or thing which he shall consider essential for promoting and maintaining the efficiency of the Force.

3. Such commands shall be obeyed by every member of the Force.

4. The Captain Superintendent of Police, the Deputy Superintendent of Police (Reserve), or any other Superintendent of the Force deputed by the Captain Superinten- dent of Police shall have (in addition to the power conferred by section 3 (2) of the Hongkong Police Reserve Ordinance, 1917) power to award any one or all of the follow- ing punishments in respect of any refusal or neglect to obey any lawful command, order, regulation, or departmental order, any breach of discipline, or any neglect of duty,

(a) Caution, Warning, Reprimand, or Severe Reprimand.

(b) Extra Drills or Extra Duties.

(c) Transfer.

(d) Reduction in Rank.

5. Any member who commits any of the undermentioned defaults shall be subject to punishment for breach of discipline:-

(a) Drunkenness on duty or in uniform.

(b) Drinking on duty.

(c) Smoking on duty.

(d) Insubordination or disrespect to a superior officer.

(e) Improperly disclosing information concerning police affairs.

(f) Soliciting or accepting any gratuity.

(g) Unpunctuality.

(h) Slovenly conduct or appearance in uniform.

(i) Desertion.

(Infringement of any regulations or orders issued by the Captain Super-

intendent of Police or under his authority.

(k) Exceeding duty, unnecessary interference or violence.

(1) Bringing discredit on the Police.

6. The Captain Superintendent of Police, the Deputy Superintendent of Police (Reserve), and any other Superintendent of the Force authorized for that purpose by the Captain Superintendent of Police shall have power to order the arrest and detention of any member of the Force whenever necessary for the maintenance of discipline or the carry- ing out of the disciplinary powers conferred by the Hongkong Police Reserve Ordinances, 1914 and 1917, or these regulations.

Order made by the Governor in Council under Sub-section (2) of Section 3 of the Trading with the Enemy (Extension of Powers) Ordinance, 1916, Ordinance No. 4 of 1916, on the 27th day of September, 1917.

The list which was published in the Gazette of the 21st July, 1916, of persons and bodies of persons, incorporated or unincorporated, with whom trading is prohibited by the Trading with the Enemy (Statutory List) Proclamation, Hongkong, 1916, No. 3, and which was amended by the lists published in the Gazettes of the 1th, 18th and 25th August, 1st, 15th and 22nd September, 6th, 20th and 27th October, 17th November, 8th, 15th, 22ml and 29th December, 1916, 5th, 19th and 26th January, 2nd and 23rd February, 2nd and 16th March, 5th, 20th and 27th April, 4th, 11th, 18th and 25th May, 8th and 15th June, 13th and 27th July, 10th August, and 7th, 14th and 21st September, 1917, is hereby further amended by the variation and addition of the names set forth in the Schedule hereto :--
