The Minutes of the last Meeting, held on the 19th April, 1917, were confirmed.
NEW MEMBER. --Mr. SHEWAN took the oath and assumed his seat as a Member of the Council,
PAPERS.--The Colonial Secretary laid on the table the following papers :-
Report on the Searching of Passengers on arrival at and departure from
Hongkong.
Correspondence between the Military Service Commission and His Excellency
the Governor.
List of men who have left Hongkong for Active Service.
Report on the Blue Book for the year 1916.
Report on the Finances for the year 1916.
Report of the Harbour Master for the year 1916.
Report of the Land Officer for the year 1916.
MILITARY SERVICE COMMISSION. His Excellency the Governor addressed the Council with reference to the Report of the Military Service Commission.
FINANCIAL MINUTES. The Colonial Secretary laid on the table Financial Minutes Nos. 12 to 14, and moved that they be referred to the Finance Committee :-

SUPPLEMENTARY APPROPRIATION BILI.. --The Colonial Secretary addressed the Council and moved the First reading of a Bill intituled An Ordinance to authorize the Appro- priation of a Supplementary Sum of Two hundred and ninety-one thousand two hundred and seventy-three Dollars and ninety-seven Cents to defray the Charges of the year 1916.
The Colonial Treasurer seconded.
