4.-(1.) If the examination vessels are withdrawn on account of bad weather, river steamers arriving at the Western entrance and wishing to enter the Port shall hoist the international signal P.D., “Permission is urgently requested to enter harbour". This signal will be acknowledged by the examination battery at Stonecutters hoisting the international answering pendant. Upon the examin- ation battery at Stonecutters hoisting the international signal T.X.A., "Proceed into harbour", the incoming vessel shall proceed West of Stonecutters and shall anchor North of that island to the Eastward of a line joining the West point of Stonecutters and the Torpedo Pier at Lai Chi Kok.

(2.) While anchored in the above mentioned position no such vessel shall hold any communication whatsoever with the shore or with any other vessel.

(3.) Upon the weather moderating every such vessel which is so anchored shall proceed West of Stonecutters to the examination anchorage, and shall remain there until it has been examined and passed into Port in the usual

manner.

5.-1.) These regulations may be cited as the Port Regulations (No. 2), construction. and shall be read and construed as one with the Port Regulations, 1917, as amended by Notification No. 180 published in the Gazette of the 27th April, 1917.

(2.) These regulations and the said regulations may be cited together as the Port Regulations.

Regulations made by His Excellency the Governor for the maintenance of discipline on board vessels employed by the Naval or Military Authorities.

TRANSPORTS Discipline ReguLATIONS, 1917, (No. 3).

In exercise of the powers conferred by sub-clause 1 (a) of clause III of the Order of Her late Majesty Queen Victoria in Council dated the 26th day of October, 1896, as enacted by the Order of His Majesty in Council dated the 21st day of March, 1916, which were brought into operation in the Colony by Proclamations dated the 5th day of August, 1914, and the 12th day of May, 1916, respectively, His Excellency the Governor is pleased to make the following regulations:-

Repeal of Regulation I of the Transports Discipline Regulations,

1917, and substitution

of a new regulation.

1. Regulation 1 of the Transports Discipline Regulations, 1917, is repealed and the following regulation is substituted therefor:--

Neglecting 1.1.) If a person lawfully engaged to serve on board any ship to join ship, or vessel belonging to or chartered, hired, or requisitioned by the or joining Admiralty or Army Council :---

deserting,

in state of drunkenness.

(a) neglects or refuses without reasonable cause to join his ship or vessel, or to proceed to sea in his ship or vessel, or deserts or is absent without leave from his ship or vessel or from his duty at any time; or

(b) joins his ship or vessel, or is whilst on board his ship or vessel, in a state of drunkenness so that the performance of his duties or the navigation of his ship or vessel is there- by impeded;

he shall be guilty of an offence against these regulations; and the master, mate, or owner of the ship or vessel, or his agent, or any naval or military officer, or any superintendent as defined by the Merchant Shipping Acts, 1894 to 1914, may, with or without the assistance of any police constable, convey on board his ship or vessel any seaman whom he has reason to believe to be guilty of an offence under paragraph (a) of this regulation, and police constables are hereby directed to give assistance if required.

(2.) The exercise of the powers conferred by this regulation shall not be subject to the restrictions imposed by the Merchant Shipping Acts, 1894 to 1914, on the exercise of any similar powers conferred
