REPORT OF THE FINANCE COMMITTEE.-The Colonial Secretary laid on the table the Report of the Finance Committee (No. 2), dated the 15th March, 1917, and moved its adoption.

OFFENSIVE TRADES BY-LAWS.--The Colonial Secretary moved the approval of the new By-law made by the Sanitary Board on the 6th day of March, 1917, under Section 16 of the Public Health and Buildings Ordinance, 1903, in substitution for By-law No. 3 contained in Schedule B of the aforesaid Ordinance.

CONTRIBUTIONS FOR WAR PURPOSES. -His Excellency the Governor addressed the Council with reference to what has been done in the Colony in the way of contributions for war purposes,

MERCHANT SHIPPING AMENDment BiLL--The Attorney General moved the First reading of a Bill intituled An Ordinance to amend the Merchant Shipping Ordinances, 1899-1913.

RATING AMENDMENT BILL.The Attorney General addressed the Council and moved the Second reading of the Bill intituled An Ordinance to amend the Rating Ordinance, 1901.

On Council resuming, the Attorney General reported that the Bill had passed through Committee without amendment and moved that it be read a third time.

PUBLIC SERVANTS LIABILITIES BILL.-The Attorney General moved the Second read- ing of the Bill intituled An Ordinance to protect certain Public Servants from Legal Proceedings in respect of certain Liabilities.

The Colonial Secretary addressed the Council and seconded.

Mr. POLLOCK, Mr. HOLYOAK, and His Excellency the Governor addressed the Council. Question--put and agreed to.

On the motion of Mr. POLLOCK it was agreed that the word “like” be inserted before the word instrument in the second line of sub-section (1) (2) of section 3.
