Regulations relating to Launches and Motor Boats.

Regulations made by the Governor in Council under Section 37 of the Merchant Ship- ping Ordinance, 1899, Ordinance No. 10 of 1899, on the 5th day of April, 1917.
The regulations contained in Table E of the Merchant Shipping Ordinance, 1899, are hereby repealed and the following regulations are substituted therefor :---

REGULATIONS FOR LAUNCHES AND MOTOR BOATS.
1. Subject to the provisions of Regulation 35, all launches and motor Launches boats shall be licensed in the manner directed by these Regulatious, aud and motor no person shall have or use any unlicensed launch or motor boat.
2. The owner of any launch or motor boat, before obtaining a licence, shall cause his launch or motor boat to be surveyed by the Government Marine Surveyor.

3. The certificate of the Government Marine Surveyor shall contain Particulars statements of the following particulars:--
(a) That the hull, length
breadth
depth
tons, is sufficient for the service intended, and is in good condition.
(b) The number of passengers which the vessel is fit to carry according
to the following scale :-
(i) for vessels plying within the harbour limits or between any ports or places in the Island of Hongkong, provided that the western entrance to the harbour is used both in going and coming, at the rate of 7 superficial feet of the upper or weather deck and of the deck immediately below the upper deck for each passenger and member of the crew.
(ii) for vessels plying to places within the "Local Trade Limits", or within the sheltered and partially sheltered waters of Mirs Bay, Castle Peak, or Deep Bay, at the rate of 10 superficial feet of the upper or weather deck and of the deck immediately below the upper deck for each passenger and member of the crew; and
(iii) for vessels plying to places outside the "Local Trade Limits
at the rate of 2 passengers for every 3 tons of the vessel's tonnage.
(c) That the master possesses a certificate of qualification recognised by the Board of Trade, or a certificate of competency from the Harbour Master.
(d) That there is provision on board for the shelter of deck passen- gers, and that there are not less than 2 approved life-buoys on board.
(e) That the vessel, if carrying passengers outside the harbour limits, has at least one boat in such a position that she can readily be got into the water, and in addition approved buoyant apparatus or approved life- belts, and approved life-buoys, at least sufficient with the boats to keep afloat all persons carried on board (at least 4 approved life-buoys shall be carried).
(f) That the vessel is properly fitted with bow and mast-head lights and also a riding light, in accordance with section 37 (16).
(g) That the vessel is properly found with anchors and chains. (h) That the crew is sufficient for the requirements of the vessel.
The time for which the said hull and equipment will be sufficient. () That the machinery and boiler of the vessel are sufficient for the service intended, and in good condition, and that the safety valve is so constructed as to be out of the control of the engineer when the steam is up, and is not loaded beyond the pressure permitted by the Surveyor's certificate.
(k) The time for which such boiler and machinery will be sufficient. (1) That the engineer of the vessel possesses a certificate of qualification recognised by the Board of Trade, or a certificate of competency from the Harbour Master.
In the case of motor boats the following shall be substituted for (j), (k) and (1):----
