Objects and Reasons,
The law as to poisons is greatly in need of consolidation, and the provisions of Part III of Ordinance No. 23 of 1909, relating to the injection of morphine, were not re- enacted, when that Ordinance was repealed by Ordinance No. 4 of 1914.
The Bill accordingly consolidates Ordinances No. 12 of 1908, No. 9 of 1910 and No. 2 of 1914, and re-enacts sections 48, 49 and 50 of Ordinance No. 23 of 1909. The remaining sections of Part III of Ordinance No. 23 of 1909 which deal mainly with the import and export of morphine can be re-enacted more conveniently as regulations under section 6 of the new Ordinance. A table is attached showing in detail the nature of the consolidation.
