No tender will be considered unless the person tendering produces a deposit receipt from the Treasury (as a pledge of the bond fides of his tender) for a sum equal to 10 per cent, of the value of the security to be furnished by the contractor as stated below.
The successful tenderer will be required to sign a formal contract containing condi- tions to be prescribed by the Board and also to give security to the satisfaction of His Excellency the Governor in the sum of $200 and by also depositing the sum of $300 in the Hongkong and Shanghai Banking Corporation in the name of the Colonial Treasurer. Failing compliance with the latter requirements the sum deposited with the tender will be forfeited.

The Government does not bind itself to accept the highest or any tender.
