19. In all ports and places where no Emigration ́Officer has been appointed, the British Consul shall, until such Officer where appointment and at all times during the vacancy of such office, he deemed to be the Emigration Officer for the purposes of these Regulations.

Life saving and fire appliances.

20. All emigrant ships must be provided with boats and life saving appliances in accordance with the provisions of Table "A" of the Merchant Shipping Ordinance, 1899, as if they were sea-going ships having passenger certificates under section 10 of the said Ordinance, and every emigrant ship shall carry a fire engine or force pump with sufficient hose to reach fore and aft and at least three dozen fire buckets.

(9.) that the intending emigrants who are females or males under the age of 16 years have been passed by the Secretary for Chinese Affairs; and

REGULATIONS RESPECTING SHIPS UNDER SPECIAL

LICENCE ON SHORT VOYAGES.

1. No ship licensed under special licence under the pro- visions of this Ordinance shall clear out or proceed to sea until the master thereof has received from the Emigration Officer a copy of these Regulations, and a certificate in the form contained in the First Schedule to the Asiatei Emigration Ordinance, 1915, which copy and certificate, with any documents to be attached thereto, shall be signed by the Emigration Officer, nor until the master has, with 2a sufficient sureties to be approved by the Emigration
