(2.) Rags.
Refuse of new goods coming direct from the weaving-mills, from workshops where apparel is made or from bleaching-establishments, artificial wool, and cuttings of new paper, are not considered as rags.
All goods, of which the importation is not prohibited, shall be disinfected on arrival, if in the opinion of the Health Officer of the Port they have been infected.
Particulars about the medical inspection of the ship on arrival in a Netherlands- Indian port, and of the passengers and baggage, and about the formalities to be complied with by the masters of ships arriving in Netherlands-India within 21 days after their departure from a plague-infected port, etc., will be given on application at the Nether- lands Consulate General at Hongkong, where an English version of the Netherlands-Indian Quarantine Ordinance can be perused by those concerned.
I beg however to draw the attention of the shipping to the fact that the quarantine in Netherlands-India against ships coming from Hongkong will be up to 21 days accord- ing to the state of health on board the ships, but subject to exemption on production of certificates legalised by the Netherlands Consul-General at Hongkong. Those certifi- cates are issued by the doctor's firm of Messrs. JORDAN, FORSYTH, GRÖNE & AUBREY.
Regarding the free admittance in the 2nd and 3rd class ports of Netherlands-India of ships provided with the above certificate, coming from Hongkong, the captains of those ships should bear in mind that :-
1. the passengers on board those ships are submitted in those ports to a medical supervision during five days after the arrival of the ship;
2. the crew is submitted to an equal supervision and can only leave the ship in that period for reasons of service with the approval of the Harbour Master.
