NOTICES TO MARINERS. -
I HAVE received the following from the Imperial Russian Consul, and publish it for information.
HONGKONG, 23rd January, 1914.

At a conference of representatives of the Naval, Military, Civil and other Authorities held in Vladivostock on December 10/23, 1913, in order to discuss the question of prevent- ing the freezing of the harbour, it has been established that by the meats at the disposal of the military and commercial ports it will be quite possible to keep Vladivostock free from ice during the present winter season and to secure unhindered egress from the harbour into.

In order to prevent the ice from getting firm from the very beginning, ice-breakers have started work and should the necessity arise two ice-breakers for northern navigation the' “Vaigatel" and "Taimyr " will be put additionally to work; in narrow passages where ice would accumulate explosives will be used.
Thus Vladivostock may be considered free for navigation during the present winter season according to a communication from the Military Governor of the Maritine Province to the Imperial Legation in P'eking and this Consulate has been instructed to circulate the above among shippers and merchants in its District.
