ing to the form in the 3rd Sebedule to this Onlinance, ns to the destination of the said ship and as to all other matters relating to the intended voyage and emigration which may be required of them by an Emigration Officer. (d) The payment by the owners, or charterers of their respective agents or the master of the ship in respect of which application is made for a licence, of the sum of 15 dollars such pay- ment to be made to an Emigration Officer. (e.) Such other conditions as may be from time to time prescribed by the Governor under instruc- tions from the Secretary of State.

18. The grant of a special licence under the provisions Special Li- of section 13 of this Ordinance shall be subject to the cence: con- following conditions :---

(a.) The provisions of sub-sections (a), (b), (c) and

(d) of section 15 of this Ordinance.

(b.) The number of passengers to be carried on any steamer in respect of which application is made for a licence shall not exceed one passenger for every 10 tons of the registered tonnage of such steamer.

(c.) Such other conditions as the Governor may think fit to impose provided that they are not contrary to or inconsistent with the provisions of the Act or of this Ordinance.

(d.) Cancellation at any time at the absolute dis-

eretion of the Governor.

17. The grant of an outport licence under the provi- sions of section 12 of this Ordinance shall be subject to the following conditions :--

(4.) The grant shall be in the absolute discretion

of the Emigration Officer.

(b.) The provisions of sub-sections (b) and (c) of

section 15 of this Ordinance.

(c.) The provisions of sub-section (d) of section 15 of this Ordinance save that in the case of an outport licence the fee shall be only 5 dollars. (d.) The ship in respect of which application is mado for a licence is authorized to carry no cmigrants other than free Asiatic emigrants, (e.) The ship in respect of which application is made for a licence is not authorized to under- take any voyage other than a short voyage. (f) Such other conditions as the Emigration Officer may think fit to impose provided that they aro not contrary to or inconsistent with any in- structions which may have been prescribed in this Colony by the Secretary of State.

18.-(1.) Any outport or special licence shall specify:- Licences :

(a) the period within which the ship referred to therein shall clear out and proceed to sca;

(2.) Any special licence shall specify :- (a) that the ship named therein is authorized to carry a fixed number of free Asiatic emi- grants on any voyage;

(b) the names of the ports between which the ship named therein may ply by virtue of the licence.

19.-(1) It shall be lawful for the Governor to extend the period referred to in paragraph (a) of sub-section (1) of section 19 of this Ordinanco in the case of

(2.) It shall be lawful for an Emigration Officer to extend the period referred to in paragraph (a) of sub-section (1) of section 18 of this Ordinance in the case of port Licence granted by him.
