Harbour Regulations for Native Craft.

THE following special Regulations for Native Craft and Timber Rafts have been sanc- tioned by the Inspector General and agreed to by the District Civil Administrator, and will be enforced by the River Police.

1.-limber rafts of dimensions above 200 feet in length and 25 feet in width shall not be allowed to navigate within the limits of the Harbour.

All timber rafts of and above 50 feet in length and 15 feet in width are forbidden to navigate within the Harbour limits, except in tow of tug-boats or one or more launches of sufficient controlling power.

2.-All craft (including timber rafts) are forbidden to anchor in the fairway channels of the ports of Shanghai and Woosung or the interjacent fairway.

Within the Shanghai Harbour limits, lorchas and large native craft shall anchor only in the anchorage set apart for them off the Chinese Bund, unless special permission has been obtained from the Harbour Office for anchoring in other parts of the Harbour.

In the channel between Shanghai and Woosung, native craft shall anchor only on the sides thereof, in such position as not to obstruct the fairway.

Craft of foreign type (including lorchas) are not allowed to anchor in this channel.

3.—All native craft at anchor within the Harbour limits of the ports of Shanghai and Woosung or the interjacent channel shall, from sunset to sunrise, carry-forward where it can best be seen, at a height not exceeding 20 feet above the hull a white light in a lantern so constructed as to show a clear, uniform, and unbroken light, visible all round the horizon for a distance of 1 mile. (This light is best shown from the foremast.)

4.-All native craft, when under way within the Harbour limits of Shanghai and Woo- sung and the interjacent channel shall, from sunset to sunrise, carry a white light in a lantern in such position and so constructed as to show a clear, uniform, and, unbroken light, visible all round the horizon for a distance of at least I mile. (This light is best shown from the main truck, where it will be least obscured by the sails.)

Sampans and other craft without masts shall carry the light, on a pole at the stern, not

less than 3 feet above the hull.

Lorchas and other craft of foreign type shall, as formerly, carry lights in accordance with the instructions contained in the "International Regulations for Preventing Collisions at Sea".

5.-The non-observance of these rules will render the owner and master, or laodah, liable to fine or imprisonment.
