4. Section 3 of the Opium Amendment Ordinance, 1910, is hereby amended by the addition of the following sub-
section :-
"(4.) Any person committing an offence against this section shall on summary conviction be liable to a penalty not exceeding $2,000 or in default of payment thereof to imprisonment with or without bard labour for any term not exceed ing twelve months."
