11.-(1) Any application for payment of the amount repayable Repayment in respect of certificates held by an organization or any other body to organi- of persons, corporate or unincorporate, shall be made by that zation, etc. organization or body in the names of the persons as the persons to whom the amount repayable in respect of any certificate should be paid in any direction given to the Accountant-General from time to time in the prescribed form by the organization or body, or, where no such direction has been given, in the names of such persons as the Accountant-General may approve.

(2) Where, in pursuance of these Regulations, any sum is repay- able to any organization or other body of persons, whether corporate or unincorporate, a receipt for the amount may be given by any person purporting to be an agent or officer of that organization or body authorized to receive the repayment.

12. Where it is shewn to the satisfaction of the Accountant- Repayment General that a receiving order has been made against any person in case of who is the sole holder of a certificate, or that a trustee has been bankrupts. appointed in the bankruptcy of any such person, the Accountant- General may, if he thinks fit, on an application made in that behalf by the Official Receiver or the trustee, pay to the Official Receiver or the trustee, as the case may be, the amount repayable in respect of that certificate.

Transfer of Certificates and addition of names.

13.--(1) Certificates shall not be transferable :

Provided that the Accountant-General, if satisfied that there are exceptional circumstances for a transfer, may in his absolute dis- cretion permit such transfer.

(2) A certificate shall not be transferred except on a written application in that behalf made in the prescribed manner to the Accountant-General by the holder of the certificate, and every such application must be accompanied by the certificate to which it relates and a fee of one dollar in respect of each proposed transferee :

Provided that no such fee shall be payable where a certificate is transferred by reason of the death of the holder.

(3) On the receipt of an application duly made for the transfer of a certificate, the Accountant-General, if he is satisfied that special reason for the transfer exists and that the transfer can lawfully be made under these Regulations and ought to be made, shall forth- with cause the certificate to be transferred in accordance with the application.

(4) On the application of the holder of a certificate and on pay- ment by him of a fee of one dollar, the Accountant-General may, if he thinks fit and subject to the provisions of these Regulations, cause the names of any persons to be recorded as joint holders of the certificate with the applicant.

(5) Notwithstanding anything in paragraph (2) of this Regula- tion, where a certificate is held by any person as a trustee jointly with the beneficiary, the Accountant-General may, if he thinks fit, on the application of any person being a holder of the certificate, cause the certificate to be transferred either to the beneficiary alone or to the beneficiary and another trustee.
