The Council met pursuant to adjournment.

The Minutes of the last Meeting, held on the 13th February, 1913, were confirmed.

NEW MEMBERS.-Mr. FLETCHER and Mr. MESSER took the Oath and assumed their seats as Members of the Council.

8, and moved that it be referred to the Finance Committee :—

OPIUM AMENDMENT BILL.-The Attorney General addressed the Council and moved the Second reading of the Bill entitled An Ordinance to amend the Opium Ordinance, 1909.

The Colonial Secretary seconded.

Question-put and agreed to.

Bill read a second time.

Council in Committee on the Bill.

On the motion of the Attorney General the following amendments were agreed to:-- A new print dated 20.2 13 was substituted for the Bill as read a first time on the 13th instant.

The word penalty" in the fourth line of sub-section (7) of section 3 was deleted and the word "fine" substituted therefor; and the words "at the Magistrate's discretion" and "with or without hard labour" in the fifth and sixth lines respectively were deleted.

The word "by" was inserted between the words "and" and "the" in the first line of sub-section (») of section 3.
