Order.
In exercise of the powers conferred on me by regulation 50 of the Defence Regulations, 1940, I, the CONTROLLER OF Food, with the consent of His Excellency the Governor make the following order--
The Food (Movement) Control Order, 1941.
1. This order may be cited as the Food (Movement) Control Order, 1941.
2. In this order,

(a) food" means any food specified in the First Schedule hereto;

(b) "Godown includes any place in which food is, or may or can be, stored, kept or warehoused and includes a ship or vessel, but does not include a retail shop;

(c) to move includes to cause or permit to be
moved;
(d) "person
includes a firm.
3. (1) Every person who, on or after the date of this order, has possession, custody or control of any food in any godown shall forthwith deliver to the Controller of Food a return in the form in the Second Schedule hereto giving the particulars there specified.
(2) Returns may be delivered by post to the Controller of Food at Union Building, Victoria, or at such other address as may be notified in the Gazette.
(3) The Controller of Food may dispense with or allow the postponement of the delivery of any return.
4. No person shall move any food from any godown as defined by this order without the permission in writing of the Controller of Food, which permission shall be subject to such conditions and terms as the Controller of Food thinks fit.
5. The grant of any permission under this order shall be in the absolute discretion of the Controller of Food.
6. For the purpose of this order any person authorized in writing in that behalf by the Controller of Food may enter and inspect any godown which he may have reasonable grounds for suspecting to be used for the purpose of storing food.
7. This order shall not apply to food in the possession of any person for his own consumption or that of members of his family or household.
