Class V. All vessels of any description fitted with mechanical means of propulsion for which licence fees are not prescribed in Table T and which are not licensed under Table E or in Classes I, II, III and IV of this Table.

43. Before obtaining a licence the owner of any vessel which is fitted with mechanical means of propulsion or to which mechanical means of propulsion has been added sub- sequent to previous licensing thereof in another class must produce to the Harbour Master a certificate of survey from the Principal Surveyor of Ships containing the following particulars, i.e., type of engine, number of propellers, type or grade of fuel and maximum amount permitted to be carried and the number and type of fire fighting appliances required to be kept on board. There shall be annexed to such certificate a statement by the Principal Surveyor of Ships that an inspection of the machinery installation (including fuel storage tanks and piping) and equipment provided for the prevention and extinction of fire has been made and that--

(a) the vessel is properly equipped with navigation lights and with the means of making sound signals;

(b) the vessel is properly found with anchors and cables;

(c) the vessel is provided with adequate and satisfactory fire fighting appliances and that he (the Principal Surveyor of Ships) is satisfied there is no undue risk of fire or explosion;

(d) the machinery and fuel storage tanks are good and sufficient for the service intended;

(e) the machinery will be in charge of a person who is in possession of the appropriate certificate issued under Regulation 20 of Table É; and

(f) the crew is sufficient for the requirements of the vessel and that both the master and engineer are in possession of the appropriate local certificates of competency issued by the Harbour Master under Regulation 20 of Table E.

44. In every vessel equipped with mechanical means of propulsion there must be provided-

(a) a sufficient crew for the requirements of the vessel;

(b) a master and engineer who are in possession of the appropriate local certificates issued by the Harbour Master under Regulation 20 of Table E.

45. No passengers shall be carried in vessels which are fitted with propelling machinery and licensed in this class.

46. There shall be entered in the licence book the type or grade of fuel and the maximum amount allowed to be carried and the number and type of fire fighting appliances to be kept on board.

47. No fuel shall be used other than that specified in the licence and no vessel shall have storage for, or carry more than, the specified quantity of fuel.

48. No vessel in this class shall have on board such quantities of cargo or shall stow such cargo as to render the vessel unsafe.
