69. If a Health Officer is of opinion that infectious disease is caused or likely to be caused by the consumption of milk supplied from any dairy, or that the public health is or is likely to be endangered by any act or default of any dairyman, such Health Officer may make an order in writing with a view to stopping the supply, distribution or sale of such milk, absolutely or under conditions laid down in such order.
70. If an order prohibiting the supply, distribution, or sale of milk is made against a dairyinan under the provisions of the preceding rule, he shall not be entitled to claim compensation for any damage or loss which he may sustain thereby.
71. The licensee of every dairy and milk shop shall cause to be continuously displayed, in a conspicuous position on every floor of the premises specified in his licence a notice or notices of a size and form approved by the Proper Authority, and in a language prescribed by the Proper Authority, requiring all persons present on the premises not to spit: Provided that the Proper Authority may, in its discretion, exempt in writing any premises from the above requirement as to display of notice, and revoke in writing any such exemption,

Markets.
72. All markets established at the time these rules come into force except Cheung Chau Market shall be subject to these rules.
73. All markets shall be used solely for the sale of fresh meat, fresh fish, poultry and fresh vegetables or such other commodities as may from time to time be prescribed.
74. No buildings shall be erected or maintained in any market except stalls.
75. The stalls shall be constructed of materials and according to designs approved by the Proper Authority.
76. All market stalls shall be let by the Proper Authority for the sale of specified commodities without fine or premiuni, from month to month, for a rental to be ascertained by sealed tenders. The Proper Authority shall not be bound to accept the highest or any tender : Provided that if a lessee dies his stall may be let to his son or sons or other near relative in his stead.
77. One month's notice of the discontinuance of any letting shall be given by either the Proper Authority or the lessee as the case may be. Any person remaining in posses- sion of a stall after his tenancy has been determined may be evicted from such stall.
78. All rents of market stalls shall be paid each month in advance at the Police Station nearest to which the market is situated where a receipt will be given.
