2. For the purposes of this order, scrap means the residue of metals or alloys remaining or discarded after such metals or alloys have undergone any process of fabrication or manufacture, and includes cuttings, croppings, punchings, turnings, drillings and filings, and any metals or alloys obtained in or resulting from the process of breaking up any machinery, vessel or article which is constructed wholly or partly of metal or alloy.
3. The order made by me and published as Govern- ment Notification 1303 in the Gazette Extraordinary of 6th November, 1941, is hereby rescinded.
