(e) sale Or 'sell includes barter and also includes attempting or agreeing to sell or offering or receiving for sale or having in possession for sale or sending or delivering for sale or causing or permitting to be sold or offered or exposed for sale.
3. Without the written permission of the Controller of Trade no person shall sell any commodity.
4. Without the written permission of the Controller of Trade no person shall sell any commodity at a price greater than the maximum price specified therefor in the Schedule.
5. Without the written permission of the Controller of Trade no person shall move any commodity from any vessel or aerodrome, or from any other place whatever.
6. The grant of any permission under this order shall be in the absolute discretion of the Controller of Trade,.. and every person to whom any such permission is granted shall produce the permission on demand to the Controller of Trade or to any person authorized by him in writing.
