It is hereby notified that THEODORE LESLIE BELL has been re-assigned from the Combatant Group to the Key-Posts Group in the Hong Kong Defence Reserve, under the provisions of the Compulsory Service Ordinance, 1939.

1. Instructions have been received from the Secretary of State for the Colonies instituting a new procedure governing the importation of alloy steel and of the semi-manufactured and manufactured iron and steel products listed in the Schedule to Government Notification 588 published in the Gazette of 16th May, 1941.
2. All orders for these goods (except those obtainable from the sources mentioned in paragraph 5) must now be placed by the Hong Kong Government who will receive them from applicants, collate them and forward them in bulk to the appropriate authority.
For the present applications should be made on the existing Import Supply Licence Form.
3. The Secretary of State directs that orders under paragraph 2 should cover requirements for six months ahead.
4. Details regarding the financing of orders by the importers concerned will be given later.
5. Where supplies are obtainable from nearby sterling sources, e.g. Australia or India, (or from Canada if they have been normally drawn from that Dominion) they may be ordered through the usual commercial channels subject to an Import Licence having been granted by the Hong Kong Government.
6. Between the date of this notice and 1st September, 1941, import licences for iron and steel will only be granted in very exceptional circumstances.
7. Further details may be obtained by a letter addressed to Mr. B. J. Lacon, Assistant Controller of Trade (Metals), Prince's Building, Hong Kong.
