It is hereby notified that His Excellency the Governor has been pleased to appoint DAVID KELVIN-STARK, Esq., F.S.S., B.A., to act under regulation 60 of the Defence Regulations, 1940, (which relates to the provision of accommodation for persons who may require it in certain contingencies) in place of NoRMAN JAMES PERRIN, Esq., whose appointment as notified in Government Notification 1155 of 18th October, 1940, is hereby cancelled.

In exercise of the powers conferred by the Emergency Powers (Defence) Acts, 1939 and 1940, as applied to this Colony by the Emergency Powers (Colonial Defence) Order in Council, 1939, and the Emergency Powers (Colonial Defence) (Amendment) Order in Council, 1940, His Excellency the Governor makes the following regulations—

The Vehicles and Traffic Regulation Amendment Regulations, 1941.

1. These regulations may be cited as the Vehicles and Traffic Regulation Amendment Regulations, 1941.

1912.

2. The regulations made under section 3 of the Vehicles Ordinance and Traffic Regulation Ordinance, 1912, and published on No. 40 of pages 723 to 816 of the Regulations of Hong Kong (1937 edition) are amended by the insertion of the following regula- tion on page 726 immediately after regulation 2 of Part II which relates to licences and fees--

2A. Notwithstanding anything in these regulations, the Commissioner of Police, if it appears to him to be necessary or expedient so to do in the interests of public safety, defence. or the efficient prosecution of the war or for maintaining supplies and services essential to the life of the community, may refuse to issue any licence and may revoke any licence.
