(b) "wholesale in relation to the sale of rice means the sale by one person to another who buys to sell again and includes any sale of rice in any quantity exceeding 20 piculs;

(c) "person includes a firm.

4. The provisions of the Contracts (War Restrictions) Ordinance, 1917, shall apply in the case of any contract the performance of which is interfered with by the necessity on the part of any person of complying with the requirements of these regulations.

5. The provisions of the Defence Regulations, 1940, shall apply for the purpose of the enforcement of these regulations, and otherwise in relation, thereto, and these regulations shall be construed and take effect as if they formed part, and shall be deemed to form part, of the Defence Regulations, 1940.

In exercise of the powers conferred on him by regula- tion 55 of the Defence Regulations, 1940, as amended in Government Notification 805 in the Gazette Extraordinary of the 18th July, 1940, His Excellency the Governor in the interests of public safety, defence, the efficient prosecution of the war and for maintaining supplies and services essential to the life of the community doth hereby order and direct as follows-

The Schedule to the order made under the above- mentioned regulation 55 and published in the Gazette Extra- ordinary of 22nd July, 1940, as Government Notification 836 and subsequently amended by Government Notifications 31 of 9th January, 1941, and 279 of 7th March, 1941, is hereby further amended by the insertion, in the second column thereof, of the item "Machinery of all kinds" immediately after the item "Lubricating oils".
