COLONIAL SECRETARY'S DEPARTMENT.
In exercise of the powers conferred by the Emergency Powers (Defence) Acts, 1989 and 1940, as applied to this Colony by the Emergency Powers (Colonial Defence) Order in Council, 1939, and the Emergency Powers (Colonial Defence) (Amendment) Order in Council, 1940, His Excellency the Governor makes the following regulations-
The Wholesale Dealings in Rice Regulations, 1941.
1. These regulations may be cited as the Wholesale Dealings in Rice Regulations, 1941.
2. On and after the coming into force of these regula- tions no person shall deal in rice wholesale without the written permission of the Rice Controller.
3. For the purposes of these regulations-
(a) a person shall be deemed to deal in rice if he buys or sells, enters into any agreement for purchase or sale, transfers, takes into his possession, removes from his posses- sion, or otherwise acquires or disposes of, any rice under any contract of purchase or sale, whether entered into before the coming into force of these regulations or not;
