That the Third Volume of the new edition of the Regulations of the Colony which has been prepared under the authority of the Ordinances and Regulations of Hong Kong (1937 edition) Ordinance, 1936, as amended by Ordinance No. 18 of 1939, and which has this day been laid before this Council be approved.

The Colonial Secretary seconded. Question put and agreed to.

6. Miscellaneous Licences Amendment Bill.-The Attorney General addressed the Council and moved the First reading of a Bill intituled "An Ordinance to amend the Miscellaneous Licences Ordinance, 1933."

Bill read a first time.

7. His Excellency the Governor addressed the Council paying tribute to the Director of Air Raid Precautions and the Hong Kong Corps of Air Raid Wardens for the recent population-count. His Excellency also recorded the Colony's great gratitute to Sir DAVID J. OWEN for his labours here and for the very valuable Report on the Future Control and Development of the Port of Hong Kong.

ADJOURNMENT.

8. The Council then adjourned sine die.
