(4) Weather Deck Passengers-Subject to the restric- tions set forth in the Schedule to the Merchant Shipping Ordinance, 1899, the number of weather deck passengers is to be determined by dividing the available deck area in square feet by 12.
The available deck area for such passengers is to be the residue of the clear area which may be measured as exercise space for unberthed passengers, set out in sub-paragraph (3) (b) after provision has been made to make up the balance of exercise space for the crew (if the full requirement is not met forward of the breakwater or th length) and for unberthed passengers accommodated in the between decks, in the proportion of 4 square feet per person.
(5) Method of Measurement of Deck Areas:-The length of any compartment or space eligible for measurement is to be taken from and to such points as the surveyor may consider fit for the safe and proper accommodation of passengers.
The breadths are to be taken from the points which are most inboard, whether the inner edge of the gutter waterway, the raised covering board, the frames, sparring or the rail as the case may be.
The number of breadths taken shall be at the surveyor's discretion and where necessary he is to employ Simpson's Rules in the computation of the area.
(6) Clear Area :--The expression "clear area" means the area remaining after all encumbrances such as hatchways, skylights, companions, deck houses, machinery casings, deck machinery, masts, ventilators, life-jacket lockers, etc., and all areas required for the working of the anchors and the boats or for the purposes of navigation have been deducted.

26. GENERAL.The passenger accommodation is to be in accordance with the instructions given in paragraphs 9 to 23 subject to the amendments indicated in paragraphs 27 to
29.
27. COMPARTMENTS IN WAY OF OIL FUEL SPACES.- (Alteration in paragraph 3).
Sub-paragraph (a) is not to apply.
28. WASHPLACES. (Alteration in paragraph 16).
In sub-paragraph (2) (a) substitute 24 square feet for 9 square feet.
29. HOSPITALS.-Paragraph 19 is not to apply.
30. NUMBER OF PASSENGERS. Subject to the following amendment, the instructions given in paragraph 25 shall apply.
At the end of sub-paragraph (6) add the words: "The tops of hatches in the between decks may be included in the clear area provided that the hatch covers and their supports are of sufficient strength, and the clear height at all points is at least 6 feet".
