(b) The accommodation for unberthed passengers is to be at least in accordance with the instructions given in paragraphs 1 to 8, subject to the modifications and additions indicated in the following paragraph's 9 to 25.
(c) Plans showing the arrangement of the compartments and spaces intended to be allocated to unberthed passengers and particulars of the following items relevant to the case are to be submitted to the Principal Surveyor of Ships for consideration prior to the first issue of a passenger certificate.
(d) "Berthed passenger' means a passenger provided with a berth in a compartment containing not more than 6 berths; any other passenger otherwise accommodated being, for the purpose of these instructions, an unberthed passenger.
10. ENTRANCES and Exits.—Adequate means are to be provided for the ingress and egress of unberthed passengers to and from the various compartments, decks, etc. appropriated to their use.
(1) Doors, stairways and passages are to be arranged so as to ensure easy entrance to and exit from each main com- partment, having regard to its length and the number of persons for whom accommodation is provided.
(2) Permanent steel deck houses, at least 6 feet in clear height, or other approved equivalent arrangements, are to be provided in way of stairway openings in the freeboard and superstructure decks which communicate with unberthed pas-
senger spaces.
Provided that subject to the approval of the Principal Surveyor of Ships, such deck houses need not be required where stairways from below lead into enclosed superstruc- tures. In such cases substantial guard rails which comply with the requirements of paragraph 6 are to be placed in way of the stairway openings.
Booby hatches and other similar temporary fittings are considered unsatisfactory and must not be accepted.
(3) Landings are to be provided within the deck houses, etc., at the head of each flight of steps. They are to be at least as wide as the stairways and not less than 24 inches in length.
(4) All entrance and exit doors must be at least as wide as the stairways they serve and open outwards.
(5) Efficient natural and artificial lighting is to be pro- vided in way of all entrances and exits. In addition, the exits from every main compartment are to be capable of being illuminated by the safety lighting system.
11. STAIRWAYS, -Stairways or ladders leading from below to the weather deck are to comply with the following instructions.
(1) For the purpose of this paragraph the term "weather deck is to be understood as the uppermost complete deck, except in the case of passenger compartments from which the only access to the open air is on the deck forming the crown of a poop, bridge, forecastle or other enclosed space, in which case the deck over that space shall be deemed the weather deck.
