(b) Notwithstanding the provisions of rules 17 and 69, a candidate who has been prevented by the exigencies of war from taking the examination for the first mate's certificate at the earliest date at which he was qualified to do so will be allowed to count any watchkeeping service which he has performed when a second mate's certificate after that date as qualifying service for the master's certificate (foreign- going).
