The Minutes of the last Meeting, held on the 24th October, 1912, were confirmed.
WATER SUPPLY.-His Excellency the Governor addressed the Council regarding the necessity of economising the water supply.

1. In view of the developments now proceeding at Sam Sui Po and Ap Liu and in view of the fact that these places are accessible to wheeled traffic for only part of the way will the Government at an early date take steps to improve
