(2) By arrangement with the Officer-in-charge of the Airport, a concession in the standard fees for landing or alighting may be granted in respect of a flying machine making more than four landings or alightings on the same day at the same airport. In such circumstances, the total fees for landings or alightings, not exceeding eight in number, will be the normal fee for four landings or alight- ings, and for each landing or alighting in excess of eight a charge at half the standard rate will be made.
The monthly landing or alighting fees will cover up to 40 landings or alightings at the Airport in any month, by any flying machine of the same or smaller class which is the registered property of the contracting party; landings or alightings beyond this number being charged for pro rata for each individual flying machine according to its class. A landing or alighting fee will not be charged in respect of a single test flight before the departure of a flying machine, if such flight is undertaken solely for the purpose of testing the flying machine, engines and/or instruments on the flying machine, and provided that due notice is given of the intended test.
Special monthly landing and/or alighting fees at the rates prescribed in the third column of the scale of fees laid down in Section II paragraph (1) of this Notice, plus 25%, will be charged for flying machines which are registered as the property of any company or concern operating a training school for flying at the Airport and which, in the opinion of the Director of Air Services, are used substantially for the purpose of giving tuition in flying. Such fees include any number of landings and/or alightings per flying machine per month.
(3) A fee of $10.00 per hour or part thereof shall be charged for the use of the Airport lighting system, in addition to the landing and/or alighting fees, except in the case of a flying machine, which, in the opinion of the Director of Air Services, is engaged in a bona fide cross country flight.
(4) Payment of fees.-The rates for single landings or alightings will be charged unless an agreement of the payment of a monthly landing or alighting fee is made before or immediately upon the first landing or alighting. The monthly rates for landing (or alighting) of flying machines will be separately assessed and will be payable in advance at the time the agreement is made. All other fees will be payable by the pilot of the flying machine on demand and before the flying machine departs from the Airport, unless with the approval of the Director of Air Services, arrange- ments have previously been made for accounts for landing (or alighting) fees for the particular flying machine to be rendered to a firm or person who has accepted liability for payment of such charges.
