for the production of power for other machinery, etc., should be dealt with under rule 36, each case being considered on its merits.
36. Workshop Service Where Engines of Suitable Size are not Made or Repaired.-Workshop service other than that mentioned in rule 35 may be accepted if it is con- sidered useful training for a sea-going Engineer, but each case must be submitted to the Chief Examiner for consideration before the applicant is examined. For every 12 months of such service accepted, the applicant must have performed at least an additional three months' service on marine engines (steam or motor), either in the works, or at sea on regular watch on the main propelling machinery or on day work; and a longer additional period may be required if the deficient character of the service warrants further compensation. A reduction of the additional service may be made in respect of satisfactory attendance and progress at an approved technical school. (See rule 38).
37. Service in Colonial and Foreign Workshops.- Rules 35 and 36 apply to service in the United Kingdom only. Service in a Colonial or foreign workshop will not be accepted unless the Examiner is satisfied in each case that its value is substantially equivalent to that of service performed in the United Kingdom. In cases where the Examiner is not satisfied that the value is equivalent, he should refer the matter to the Chief Examiner.
Workshop service in India is in no case to be taken as equivalent to more than four-fifths of the same period of service in the United Kingdom.
38. Technical Schools.-Time spent at an approved day Technical School, where there is an engineering laboratory, is, subject to the conditions mentioned in Appendix A, accepted as equivalent to workshop service, usually in the ratio of three years in the Technical School to two years' workshop service, provided also that the applicant has taken the full engineering course, and can produce the Principal's certificate for regular attendance at all the approved classes, and for satisfactory progress.
Periods of actual workshop service performed in the intervals of a school course may be accepted in full if their duration amounts to six months or more; periods of less than six months will be counted as two-thirds time and the re- mainder of the period covered by the actual school course is then assessed separately.
Time spent in attending evening classes in Engineering at approved Technical Schools will similarly be allowed to count under the following conditions :—
(1) each applicant claiming an allowance for time spent in attending evening classes at a Technical School must produce a certificate signed by the Principal of the School to the effect that he has attended regularly at a definite class or classes, which should be specified, and has made satisfactory progress. This certificate must also state the total number of hours spent by the applicant in attending each class;
(2) time spent by the applicant in attending such classes as have a direct bearing on the training of a Marine Engineer will be reckoned at the rate of five hours to one day. The total number of days so obtained will then be accepted in lieu
