hand it to the Harbour Master. A declaration as to the cir- cumstances in which the certificate was lost must be made by the applicant before the Harbour Master. The Harbour Master will then transmit the form of application to the Registrar General of Seamen, who will state thereon whether a fee is to be charged or not, and will forward a certified copy of the lost certificate for delivery to the applicant.

No fee will be charged if the applicant can prove that the certificate was lost through shipwreck or fire.

CHAPTER II.

Qualification Required for the Various Grades.

29. Second Class Engineer.-A candidate for a Second Class Engineer's Certificate (Ordinary or Motor) must be not less than 21 years of age.

(a) Workshop Service. A candidate should have served as apprentice Engineer for four years at least, and prove that during this period he has been employed in the manner set forth in rule 35.

If the character of the workshop service performed is not of the standard prescribed, additional service will be required as explained in rule 36.

If the total period of the candidate's workshop service, as calculated in accordance with these Rules, is less than four years, the candidate may make up the deficiency by service at sea, either (1) on day work on board foreign-going steam- ships of not less than 66 nominal horse-power, and/or motor- ships of not less than 373 brake horse power, or on regular watch on the main propelling machinery of such ships, or (2) on regular watch on the main propelling machinery of home trade steamships of not less than 66 nominal horse- power, and/or motorships of not less than 373 brake horse power; such service to be counted as equivalent in the case of (1) to two-thirds, and in the case of (2) to four-ninths of service as apprentice Engineer or journeyman. No day work at sea performed before the age of 21 years will be accepted.

(b) Sea Service. In addition to the four years' work- shop service or the alternative sea service, a candidate must have served at sea for a period equivalent to 18 months in foreign-going vessels, as engineer on regular watch on the main propelling machinery, .e. main engines and boilers (see rule 39) of steamships of not less than 66 nominal horse- power, and/or motorships of not less than 373 brake horse- power. Time served in the home trade is reckoned at two- thirds of the time similarly served in foreign-going vessels. For an Ordinary Certificate, at least two-thirds of the required period of service must have been performed in steamships and for Motor Certificates at least two-thirds must have been performed in motor ships. The remainder of the service in either case, may be performed in either steam or motor ships. (See rule 39).
