of the use of dynamite in Colonial

waters.

A BILL

ENTITLED

An Ordinance to prohibit the use of Dynamite or other Explosives for the purpose of catch- ing or destroying Fish.

BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as Follows :

1. This Orimanes may be cited as "The Fisheries (Dynamite) Ordinance, 1911 “.

2. Any person who usus dynamite or other explosive substaned to catch or destroy fish in the Colonial waters shall be liable on summary conviction either to a fine not exceeding two hundred dollars, or, in the diseration of the Court, to be imprisone1, with or without hart labour, for a term not exceeling two months.

Memorandum.

This bill prohibits the use of dynamite or other explo- sives in the waters of the Colony for the purpose of catching or destroying fish.

ENTITLE

An Ordinance to amend the Police Force Or-

dinance. 1900.

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, a- Follows:

1. This Ordinance may be cited as "The Police Forec Amendment Ordinance, 1911”, and it shall be read and construed as one with the Police Force Ordinance. 1900, hereinafter called the Principal Ordinance,

2. Section 22 sub-section (1) of the Principal Orlinance is hereby amended by ---

(.) the ad tition after the figures 19" in the fifth line thereof of the words " or breach of disci- pline, or insubordination " ;

(5.) the deletion of the words and, in defants of payment thereof." in the eleventh line thereof and by the substitution of the word “or”.

3. Section 23 sub-section (1) of the Principal Ordinance 1- hereby amoude:! by--

(a.) the addition of the wonds

Objects and Krusinis.

The object of section 23 was evilently to give sun powers to the Captain Superintendent and Deputy Superin- tendent of Police. The latter part of the section was practienlly minecessary as almost every ease that could arise mater it could be dealt with under section 22. Section 22 is amended by transferring the effect of the latter part of section 28 (1) do it and making the sentence uniforma. The Captala Superintendeur of Police no longer desires to have the power to award imprisonment.

have consequently been abolished and he has been given a power, which he desires. to impose small fines on sergents or constables for breaches of descipline or neglect of duty.
